A <br />Comparison of Candidate Engineering Firms for Landfill EIS Review <br />Hoagberg and Associates: <br />Committee Comments: <br />Plus: Lots of experience with hydrogeology and fighting landfill <br />proposals in Minnesota, so he knows how things are done. <br />Hoagberg currently working with Corcoran to fight landfill site. <br />there proposed by Hennepin County. <br />Hoagberg recognized by some as top hydrogeologist in Minn. <br />Atty. Dayton knows Hoagberg and David Braslau as expert witnesses. <br />Recognized value of graphics to convince non -technical political <br />decision makers. <br />The small size of firm probably means we will get good value for <br />our money. <br />Minus: No direct experience with landfill designs. <br />No computer modeling capability at present; would have to purchase <br />the software. <br />TKDA Comments: <br />1. Presentation of proposal exudes experience, but team's <br />fragmentation is cause for concern about coordination of work. <br />2. Liked the position they take: Lake Elmo is opposed to the landfill <br />and needs a team of experts to help. <br />3.. Work plan is well done. <br />4. Work for City of Corcoran is similar and experience will help. <br />i DPRA and Geraghty and Miller: <br />Committee Comments: <br />-Plus: Fletcher Driscoll is recognized by some as the best <br />hydrogeologist in the country. He literally wrote the book on <br />wells and groundwater contamination. <br />Geraghty and Miller is largest hydrogeology firm in country. <br />DPRA has lots of experience with hazardous waste landfills working <br />with EPA. <br />Bill Rohrer of Lake Elmo is an officer of DPRA but will not be <br />directly involved because of appearance of conflict of interest. <br />Atty. Dayton has used Driscoll many times as expert witness. <br />Kelton Barr (G & M) was project manager for Hennepin County's <br />landfill EIS, so he knows the ropes. <br />G & M currently hired by Winnebago Co., Wisc., to monitor <br />landfill EIS being done there by Donahue. <br />Driscoll working for Greenfield -Independence to fight the landfill <br />site there proposed by Hennepin County <br />G & M has in-house computer modeling capability. <br />Minus: The larger size of these firms probably means more money goes <br />for overhead. <br />TKDA Comments: <br />1. Personnel listed in proposal have lots of background and experience <br />2. Will those listed actually be involved? (Yes.) <br />3. Both DPRA and G & M are experienced in this type of work. <br />4. Experience of Chris Lough (DPRA project manager) in risk assessment <br />could be plus or minus depending on his outlook. <br />
