* Yes, yes, but it makes no sense not to use water from <br />Oakdale. The proposal is not the most economical way to <br />extend water to the area. <br />9. Have you considered petitioning for improvements or any other <br />financing options? <br />* No, because hope has been given up in working with Lake <br />Elmo. Attention is focusing on working a financing plan <br />with Oakdale. <br />* We have tried to ask Lake Elmo for a financing plan. <br />Property owners are concerned that the City Council will <br />not accept any plan or agreement other than 100o payment <br />by the land owners. <br />* Yes, would be interested in petitioning for improvements <br />but land owners must get off of green acres. It is <br />desirable to use tax increment financing or deferred <br />assessments. <br />* No, because land owners are sellers not land developers. <br />We are already paying area assessments without any <br />benefit. <br />* Why bother - the City has stated that 1000 of the cost <br />will go back to the property owners. If you have a <br />development waiting - okay, but what about land owners <br />who do not. Tax increment financing should be used. We <br />are not looking for personal advantage but if you want <br />something you must be competitive. <br />10. Are you aware of the City's Land Use Plan designations for <br />the area and do you agree with it? Do you suggest any <br />changes and/or modifications? <br />* Yes, in fact property owners in the area help prepare the <br />plan. No, but the City should be flexible - it is only a <br />guide. <br />* Yes. Yes, office showroom and employment base near the <br />freeway and retail near loth Street.
