* The City should consider a financing plan by which the <br />City takes on some risk or burden of the assessment. <br />* Lake Elmo must make a 180 degree turn. <br />13. What do you see as your role in the pursuit of these actions? <br />* No part at this time; it is up to the Lake Elmo City <br />Council. <br />* Listen and consider any suggestions that may come from a <br />cooperative City Council. <br />* Willing to meet with the City Council to work out a plan. <br />* Act quickly - no one likes the existing situation. <br />Potential buyers are not patient enough to work it out. <br />* Nothing, Oakdale is better suited for development <br />activities. <br />The property owners within the MUSA line believe that the City of <br />Lake Elmo does not want the land developed and hence they have no <br />choice but to approach the City of Oakdale. They are frustrated <br />that Lake Elmo cannot view the MUSA area as different than that of <br />the rest of rural Lake Elmo. They have invested time and money <br />into the annexation application and plan to carry it out. They are <br />not optimistic but they would listen if the City put together a <br />financing plan for infrastructure. Although all who were inter- <br />viewed said they have reviewed the Feasibility Report prepared for <br />the area, some still believe it would be better to receive water <br />from Oakdale. When in fact, the supplement report estimates the <br />Oakdale's supply a higher cost than a Lake Elmo system. <br />The key to any land use plan is remain flexible and willing to <br />accept change or amendments as a market may dictate. Some <br />flexibility has been taken away in that the WONE interceptor does <br />have a limited capacity. Once development activities begin in the <br />area, further refinement of the Land Use Plan may be necessary to <br />stay within the capacity limits of the WONE sewer pipe. Attached is <br />a copy of the existing Land Use Plan for the MUSA area and a copy <br />James R. Hill, inc. <br />
