PETITION TO THE CITY COUNCIL OF THE <br />CITY OF LAKE ELMO PURSUANT TO <br />MINNESOTA STATUTE 429.031 Subdivision 1. <br />WHEREAS, the petitioners are property owners of more than 35 <br />percent of the real property abutting on 15th Street west of County Road <br />13 and east of the Oakdale border, and <br />WHEREAS, the petitioners have reviewed a copy of the Feasibility <br />Report dated May 2, 1989 and entitled "Feasibility Report, 15th Street <br />North, SAP 206-110-01, Lake Elmo, Minnesota., Commission No. 949211, and <br />WHEREAS, the petitioners know that 15th Street North in its present <br />condition constitutes a safety hazard because of the following facts: <br />1. The road has no shoulders. There are many adults and children <br />walking, jogging and biking on 15th Street. Petitioners have witnessed <br />several incidents where accidents almost occured because these <br />pedestrians were on the travelled portion of the roadway. The proposed <br />paved shoulder would solve this problem. <br />2. The sight distances at the driveway and field entrance at 8281 <br />- 15th Street are inadequate and dangerous. The two Coppin boys, aged 5 <br />and 8 years, wait for their school bus at this driveway and cross 15th <br />Street to and from the bus. A vehicle coming from the east cannot see „_- <br />them until the last seconds. The Coppin boys and any person attempting <br />to come on to 15th Street from the driveway or field entrance cannot see <br />traffic coming from the east. In the summer months,'cars belonging to <br />.'50 families of Hmong gardeners exit from this same field entrance. <br />.'During winter storms countless cars have gone off the road at this spot <br />avoiding oncoming traffic not seen until it is too late. In 1966, when <br />15th Street was blacktopped, Raleigh Armstrong requested that the <br />grading be changed to give a proper sight distance. The proposed plan <br />will finally solve this safety problem. <br />The present roadbed is in very bad condition. It consists of dirt <br />with a few inches of gravel and blacktop. This is inadequate for the <br />school busses and traffic to and from Eagle Point School. The reason <br />the road was originally blacktopped was to serve Eagle Point School. <br />WHEREAS, the petitioners have witnessed a steady increase in <br />traffic due to rapid development in Oakdale and that this increase <br />combined with the present safety hazards constitute a serious accident <br />just waiting to happen. <br />NOW THEREFORE, the petitioners request the City of Lake Elmo, <br />pursuant to Minnesota Statutes 429.031 et seq. to pass a resolution <br />ordering the improvement project as outlined in the feasibility study of <br />May 2, 1989. <br />Re-aTo <br />lly�mitte��ry <br />sG.
