Present: Dunn, Williams, Graves, Moe, City <br />Engineer Bohrer, City Attorney Carlson and City Administrator <br />Morrison. Absent: Hunt <br />I. AGENDA <br />Add: 10D. Direction for the Close -Out of the 201 Grant, 10E. <br />Consideration of Easement Payment for 43rd Street and Kimbro Avenue. <br />Delete: 7B. Large Lot Subdivision: Apostolic Bible Church <br />M/S/P Graves/Moe - to approve the May 2, 1989 City Council agenda as <br />amended. (Motion carried 4-0). <br />2. MINUTES: April 18, 1989 <br />M/S/P Graves/Williams - to approve the April 18, 1989 City Council <br />minutes as amended. (Motion carried 4-0). <br />3. CLAIMS <br />M/S/P Williams/Graves - to approve the May 2, 1989 Claims #91698 thru <br />#91745 as presented. (Motion carried 4-0). <br />4. PUBLIC INQUIRIES: <br />There were no public inquiries. <br />5, DISCUSSION: Concept Development by Heritage Development: <br />Dennis Johnston <br />Dennis Johnston, Heritage Development, presented a Residential Estates <br />concept plan for a development called "Fox Run" on 239 acres owned by <br />Dayton Hudson. The total number of lots is 66 with a minimum lot size <br />of 2.5 acres. Additional features would include 28' wide curved <br />streets, 3 temporary cul-de-sacs, entrance monuments, and restrictive <br />covenants. <br />Their plans are to subdivide this in four phases, with the first phase <br />occuring west to east with the lots around the lake sold last. The <br />timetable for building to start would be in July with a model home <br />built by September for the Parade of Homes. Builders have not been <br />selected, but they will be upper bracket homes. <br />Johnston felt that 2 1/2 acre lot is more of an increment that lends <br />itself to development. Example given was their development in Elk <br />River where they have not experienced any cost problem for public <br />improvements and had much success with demand for high priced homes. <br />6.
