Extract of Special Council Workshop, <br />PPROW <br />May 37ry;•1989; 7:-00-p;;:m.... <br />Present: Mayor Dunn, Councilmembers Graves, Hunt, Moe and Williams. <br />Also present: Roger Williams, State Planning Agency, Nancy Welsh, Director <br />of State Mediation Services and City Administrator, Patricia <br />Morrison. <br />Mr. Williams and Ms. Welsch outlined their background and area of expertise, <br />described the facilitator/mediator services they could offer, and the pur- <br />pose of this meeting with the Council. <br />Williams asked if the Council desired to proceed with this process. <br />Mayor Dunn: Supported the process. <br />Councilman Graves: Worthwhile technique to explore and see if there <br />are areas of common concern. <br />Councilman Moe: In favor of mediation process. <br />Councilman Williams: In favor of sitting down with Oakd.a.le; at this point <br />not sure if willing topaya lot of money to a mediator; believe <br />Oakdale and Lake Elmo could hash out a lot before mediator needed. <br />Councilman Hunt: What level of mediation is needed; should we involve <br />affected property owners also, and at what point; believe we would <br />win in court, but if we can work with landowners, would be better. <br />Welsh: Advised. her cost was $125/hr (Roger Williams at no cost), which <br />would be devided equally between Oakdale and Lake Elmo; anticipate <br />this process should take no more than 20 hours. Would like to see <br />two meetings and then determine if process was viable. <br />R.Williams: Suggested one meeting between property owners and Lake Elmo <br />Council, and then a meeting between Lake Elmo and Oakdale Councils, <br />Oakdale wants property owners to be heard, <br />Graves: Need to determine our objective and look at agenda for discussion. <br />Dunn: Interested in entire border of Lake Elmo. <br />R.Williams: Believe Oakdale wants to know if you are proactive in seeing <br />Section 32 developed; they are looking at cooperative arrangement <br />for development; wants to stabalize borders. <br />Hunt: Sit down with Oakdale and see what areas they want to talk about; <br />come up with list if issues. <br />Welsh: Representative Council group could get together to set forth <br />Section 32/33 issues. <br />Dunn,Graves,Hunt advised they would be interested in serving in this capacity; <br />discussion of need to comply with Open Meeting Law. <br />Graves: Have no interest in sitting down with Oakdale and drawing a line <br />to change borders;no intention of creating new borders; residents <br />have to be involved; retaining the integrity of our municipa7border <br />is my prime.concern; believe main issue to be resolved is between <br />residents of Lake Elmo and the City, talking with Oakdale is <br />secondary; will look at Joint Powers activities in connection <br />with sewer and water services (gave examples). <br />R.Williams: Believe Oakdale is looking, for a policy statement; who pays for <br />what and who gets what out of it. <br />
