LAKE ELMO CITY COUNCIL MINUTES DECEMBER 5, 1.989 PAGE 6 <br />10. CITY ADMINISTRATOR'S REPORT: <br />A. Ski Trail Grooming Agreement with Washington County <br />John Perkovich, Parks Director, prepared a Ski Trail Grooming <br />Agreement which provides for the grooming of cross-country ski trails <br />in Sunfish Lake Park between Washington County and the City. <br />Agreements have been approved in previous years (1982 through 1988) by <br />the City of Lake Elmo. <br />M/S/P Williams/Graves - resolved that the Ski Trail Grooming Agreement <br />between Washington County and the City of Lake Elmo for grooming of <br />the Sunfish Park ski trails is hereby approved. (Motion carried 4-0). <br />B. Proposed Fee Schedule (continuation from 11/21/89 meeting) <br />The Council decided to set the fee schedule, as outlined in memo, by <br />Resolution and not by ordinance because fees are changed often and can <br />be changed much easier by resolution. <br />M/S/P Hunt/Graves - to direct the staff to incorporate comments on <br />subdivision costs 12/5/89, with development fees proposal handed out <br />at November 21st meeting, with setting a separate notice for public <br />hearing to institute these development fees, prepare resolution to <br />institute fees and institute these fees by Resolution. (Motion <br />carried 4-0). <br />M/S/P Williams/Hunt - to bring back for consideration the Liquor, Wine <br />and Beer fee for the first meeting in February, 1990, when fees will <br />be reviewed and a public hearing will be set. (Motion carried 4-0). <br />C. 1990 Salaries: City Employees <br />5-Year Capital. Improvement Plan <br />Councilman Williams provided copies of the December Council proposal <br />of payment plan for Council review. <br />M/S/P Williams/Hunt - to approve December Council proposed pay plan as <br />submitted by Councilman Williams. (See Pay Plan) (Motion carried 3-1: <br />Graves - the Council is taking tools away from the City Admin. and it <br />is not appropriate for the City Admin. not to get an increase). <br />M/S/P Graves/Hunt - to approve the 5-Year Capital Improvement Plans as <br />submitted by the Finance Director. (Motion carried 4-0). <br />D. Fire Department: Mutual Aid Contracts <br />Fire Chief, Fran Pott, has requested Council approval of the Agreement <br />for Joint and Cooperative Use of Fire Personnel and Equipment amongst <br />all of. the Washington County Fire Departments. Pott advises he is <br />recommending participation in this additional mutual aid agreement <br />because it is anticipated the Lower St. Croix Valley Fire Department <br />will be dropping out of the Capital City Assn. Agreement. This new <br />Agreement will then include the Lower St. Croix Assn. in addition to <br />two fire departments in Northern Washington County and our department <br />
