RESOLUTION NO. 89-3 <br />CITY OF' LAKE ELMO <br />WASHINGTON COUNTY, MINNESOTA <br />A RESOLUTION FOR THE CITY OF LAKE ELMO <br />REGARDING THE PROPOSED DETACHMENT OF I-94 PROPERTIES <br />FROM THE CITY OF LAKE ELMO AND ANNEXED TO THE CITY OF WOODBURY <br />WHEREAS, the City of Lake Elmo, Washington County, is a statutory <br />city, existing and authorized pursuant to the laws of the State of <br />Minnesota; and <br />WHEREAS, certain individuals owning land immediately north of <br />Interstate 94 within the City of Lake Elmo have met with public <br />officials from the City of Woodbury for the purpose of exploring <br />possible detachment and annexation of their property from the City of. <br />Lake Elmo to the City of Woodbury pursuant to Minn. Stat. 414.061, subd. <br />5, and <br />WHEREAS, those lands being sought for detachment are a vital <br />portion of the future planning and potential development for the <br />contiguous area known as the City of Lake Elmo; and <br />WHEREAS, detachment of said land would result in a loss of current <br />and future tax revenue for the City of Lake Elmo; and <br />WHEREAS, Interstate I-94 currently serves as a natural South <br />boundary line of Lake Elmo and a. natural North boundary line of <br />Woodbury, <br />WHEREAS, it is unlikely that proposed detachment and annexation <br />would result in any increased benefit to the planning and land use <br />patterns currently in effect for the area; and <br />WHEREAS, the proposed concurrent detachment and annexation <br />proceedings may result in the detachment of said lands and further <br />establish this procedure as a method of resolving differences in the <br />development philosophies between the City of Lake Elmo and individual <br />land owners within the city; and <br />WHEREAS, there has been no formal communication between the cities <br />of Lake Elmo and Woodbury regarding the issues raised by proposed <br />annexation and detachment; <br />NOW, THEREFORE, BE IT RESOLVED, that the City Council for the City <br />of Lake Elmo is opposed to the detachment and annexation of said <br />property; and <br />FURTHER, that the City Council for the City of Lake Elmo is <br />opposed to the use of concurrent detachment and annexation as a method <br />of resolving differences in development philosophies between the City <br />and these or any other individual land owners within the City of Lake <br />Elmo; and <br />
