WHEREAS, the City of Lake Elmo believes that this is a metropolitan and <br />statewide problem as evidenced by the support of the League of Minnesota Cities <br />and Association of Metropolitan Municipalities for careful legislative scrutiny <br />of this issue and support for restrictions on this power of the Municipal Board; <br />and <br />WHEREAS, the City of Lake Elmo believes that the situation has <br />already gotten out of hand and permanent harm is occurring to municipalities <br />with no benefit to the public economy in any way whatsoever, <br />NOW, THEREFORE, BE IT RESOLVED that the City of Lake Elmo wishes to <br />state publicly for the benefit of any and all concerned and, in particular, for <br />the benefit of the Minnesota Legislature, that it strongly supports any and all <br />efforts to eliminate any authority on the part of the Municipal Board to <br />authorize detachments and annexations based upon petitions of landowners pur- <br />suant to the provisions of Minn. Stats. 414.061, subd. 5, and <br />BE IT FURTHER RESOLVED that the City of Lake Elmo, Minnesota, supports <br />the repeal of the aforesaid provision and, in particular, supports Senate File <br />336, and its related House file, as introduced in the Senate which would effect <br />the purposes stated in this resolution. <br />ADOPTED, by the City Council of the City of Lake Elmo this 7th day <br />of February, 1989. <br />Signed: <br />Susan Dunn, Mayor <br />PatY c1a Morr ­so­ii,,.—Vty Administrator <br />
