1) i consider the most critical planning issues faced by <br />Lake Elmo to involve the unavoidable conflict resulting from <br />the desire to retain the present "small town" local <br />atmosphere while planning and coordinating a course of <br />strictly controlled development. This conflict manifests <br />itself in myriad related issues, from the proposed site for <br />the Washington County Landfill to integration of Lake Elmo's <br />controlled development with the development of neighboring <br />communities. These issues are sure to become increasingly <br />complicated and urgent with the rapid expansion of the east <br />side of the metropolitan area. <br />2) I see the primary role and function of the Planning <br />Commission as assisting with the amendment and <br />administration of the comprehensive plan, reviewing <br />preliminary and final plats and various other zoning <br />matters, and providing recommendations to the City Council <br />on these issues. The Planning Commission should be the City <br />Council's primary resource in these matters, providing a <br />high level of expertise, practical knowledge, and <br />experience. The Planning Commission must meticulously study <br />these matters, conduct hearings to the extent necessary, and <br />make recommendations to the City Council based upon the <br />Planning Commission's conclusions. Final decision and <br />implementation of these decisions are the responsibilities <br />of the City Council, rather than the Planning Commission. <br />3) The qualifications and experience which uniquely <br />qualify me to contribute to the Planning Commission include <br />My training as an .attorney, particularly my practice <br />emphasis in real estate matters. I believe my legal <br />background allows me to provide practical insights into many <br />issues confronted by the Planning Commission. I also <br />believe my experience growing up in a small town in southern <br />Minnesota, very similar to Lake Elmo, helps me to keenly <br />understand Lake Elmo's intention to maintain its present <br />small town atmosphere. Finally, I possess valuable <br />experience in the role of a public servant as a result of my <br />employment as a police officer for several years in <br />Rochester, Minnesota. I have enclosed my professional resume <br />which briefly describes my credentials. <br />4) By submitting this application, I have committed myself <br />to devote whatever time is necessary to accomplish the tasks <br />of the Planning Commission. <br />5) My only property or development interests in Lake Elmo <br />arise out of my status as a homeowner and resident. While <br />these are significant interests; they are not likely to <br />create or result in any conflicts of interest affecting my <br />role on the Planning Commission. <br />
