5 Beginning in 1990, in addition to achieving a 10% <br />residential recycling goal, each city and township must also <br />provide 2-4 activities or programs which would increase the <br />amount of abatement. The activities could include: <br />I. Providing recycling bins; <br />2. Providing a number of city-wide public educational <br />efforts, including: brochures, lawn signs, poster <br />cards, sticker reminders, lotteries, billboards, etc. <br />3.
