(Motion carried 4-0). <br />C. Street Sweeping Bids <br />The City received four street sweeping bids as follows: <br />Foss Sweeping $48.50 per hour <br />McPhillips, Inc. 53.00 per hour <br />Clean Sweep, Inc. <br />53.25 <br />per <br />hour <br />Allied Blacktop <br />40.00 <br />per <br />hour <br />(one way broom) <br />55.00 <br />per <br />hour <br />(sweeper) <br />Maintenance Foreman, Dan Olinger, had no preference in awarding this <br />bid. The only bidder he has done business with is Allied Blacktop. <br />The staff suggested awarding this to the low bidder, Foss Sweeping; <br />contingent upon checking references with other communites they have <br />worked for. <br />M/S/P Armstrong/Graves - to award the street sweeping bid to Foss <br />Sweeping, the low bidder.; contingent upon favorable references with <br />other communities they have worked for. (Motion carried 4-0). <br />D. Compost Contract with Washington County <br />The City received a 1990 Memorandum of Agreement for Yard Waste <br />Composting from Washington County. In Section 2, No. 2, Change 1989 <br />to 1990. In Section 3, Subsection g.: Would this requirement increase <br />our insurance cost? <br />See Attachment for Councilman Williams' comments on this agenda item. <br />Admin. Kueffner advised the Council she will follow the pay plan <br />recommended for 1990 by the Solid Waste Committee and will set up a <br />work schedule with the Scout Troop and any interested compost workers. <br />M/S/P Graves/Hunt - to direct the staff to send the 1990 Memorandum <br />of Agreement, as amended, for Yard Waste Composting to our City <br />Attorney for his review, and if he finds the agreement acceptable, <br />empower the Mayor and City Administrator to sign and forward this <br />agreement to Washington County. (Motion carried 4-0). <br />
