This study showed the need for an improved interchange at Valley Creek Road <br />and now interchanges at Tamarack Road and Courtly Road, The study also showed a need for a <br />northerly extension of Bielenberg Drive over 1.94 into lake Elmo. <br />A diagram of the proposed improvements is attached. The report states that all 'of these <br />improvements will be necessary by 2010, <br />Ira January, 1990, an Environmental Assessment Worksheet was prepared for the 1.494 related <br />improvements and the City of Lake Elmo received a copy, We have reviewed the documents and <br />tine following are our comments: <br />I.494 Inrprnvemente+ <br />We can find no adverse effects, environmental or otherwise, on Lake Elmo froth the I.494 <br />improvements, We believe Lake Elmo will experience benefits from the improvements. We <br />know that traffic has increased noticeably on 10th Street between Inwood Avenue and 1-694, <br />This may be a result of Woodbury residents who want to go north on 1.694 using the loth Street <br />entrance to avoid the existing congestion at the Valley Creek Road entrance, Improving access <br />to I-494 may decrease loth Street traffic. <br />Although not part of the EAW, the Blelenberg Drive extension will have an impact on Lake <br />Elmo, The extension is being proposed because the study forecasts CSAH 13 at 1.94 will be <br />overloaded by 2010. In conceptual form, the Woodbury study shows Blelenberg Drive <br />extending due north from existing Bielenberg Drive on the center of section line. This alignment <br />would be directly in litre with the Contnco Shoes building, a wetland shown on the City's <br />drainage planfor the area, and in line with the existing Minnesota Pipeline Company's petroleum <br />pipeline, A better location would be approximately 1,000 feet east, The alignment would then <br />lure up with Helmo Avenue, avoid wetlands and pipelines, and match up with existing high <br />ground that would soften the visual height impact of the overpass, <br />
