The sewer repair performed in 1989 <br />points out the fact that one never knows where or when a repair might be necessary; therefore, <br />the sewer charge must provide for future repairs, not just routine maintenance. <br />Two types of complaints may be raised at the public hearing. The first complaint may be that <br />trying to restore the fund balance all in one year by raising the rates 50% is too much of an <br />increase. This may be heard especially from senior citizens on fixed incomes. <br />The second type of complaint may be that maintenance and repairs on each site should be kept <br />track of individually. In that way, the people on 32nd Street, for example, would have paid for <br />the repair that was made on their system. Someone else may say that their site was only mowed <br />once where another was mowed three times and their sewer charge should reflect that difference <br />in maintenance. <br />My recommendation is to maintain uniform sewer rates. The actual charge is for the treatment, <br />not maintenance. Various levels of maintenance may be necessary to assure treatment at the <br />various sites, but all persons receive the same level of sewage treatment. Our recommended rates <br />did recognize that individual off -site residential systems (Severin and Scovil) are cheaper to <br />maintain than collector systems.
