LAKE ELMO CITY COUNCIL MINUTES APRIL 3, 1990 PAGE 5 <br />A. Comprehensive Plan <br />The question was raised as to the proposed Future Land Use in the well <br />advisory area because this could have a dramatic effect on the size <br />and design of the proposed water system. <br />The unplatted property in the Well Advisory Area is currently zoned <br />low density on the future land use map because of the contamination <br />(with the exception of the current R-1 zoned area). Councilman <br />Williams didn't feel it was financially feasible to have 10 acre lots <br />because the homes would be required to hook up to the water system. <br />Therefore, he would support designating this area as RRD (3 per 10) <br />after the water system has been in place. <br />The Council concurred it was not economically feasible to keep this <br />area RAD; therefore, they would revise the zoning to RRD. It was <br />noted the county's proposed boundary for the public water system area <br />does not coincide with the existing well advisory area. <br />M/S/P Williams/Graves - to revise the Future Land Map, for the purpose <br />of the Public Hearing, to designate the Well Advisory Area as RRD (3 <br />per 10) after public water is available. (Motion carried 5-0). <br />The Council asked Larry Bohrer to have a counterproposal to the design <br />parameters that were put forth in the County's report using average <br />lot density of 3 per 10, verify the design and make an analysis of the <br />O&M costs on the 3 per 10 basis by Thursday. This information will be <br />evaluated at the April 5th meeting. <br />In regard to the Comp Plan, Admin. Kueffner asked if the Council would <br />consider extending the Highway Business Zone 1/2 mile, instead of 1/4 <br />mile, at the major interchanges along I-94 to compensate the property <br />owner for loss of property. <br />M/S/P Hunt/Graves - to schedule a Special City Council meeting for <br />April loth, 6:30 p.m., to discuss the Comp Plan providing the Planner, <br />Mike Black will be available and notify the Planning Commission of <br />this meeting. (Motion carried 5-0). <br />The Council asked Mr. Black to incorporate the Council members' <br />revisions to the Comp Plan. <br />
