LAKE ELMO CITY COUNCIL MINUTES APRIL 3, 1990 PAGE 7 <br />9. CITY ADMINISTRATOR'S REPORT: <br />i <br />A. Update on Container Distribution <br />Mary Kueffner reported the date for the Recycling Container <br />Distribution Kick -Off has been changed to Tuesday, April 17, 1.990, at <br />1:30 in the Regional Park. Governor Perpich, Rep. McPherson and <br />Commissioner Larkin will be present for the program. Gary Carlson is <br />co-ordinating the recycling bin distribution. <br />B. Administrator's Contract <br />The council reviewed the Administrator's contract and asked the <br />Personnel Committee to clarify items under TERM; such as, If there is <br />a hearing, "Just Cause" needs to be defined, if there is termination <br />without a hearing, set a severance amount (Proposal was made for <br />severance of one week's salary per year of city service up to a <br />maximum of 26 weeks aggregate salary.) The Personnel Committee will <br />report back to the Council with their recommendation. <br />SALARY: The Council supported increasing the administrator's annual <br />salary from $32,000 to $33,500 which includes payment of overtime <br />hours for meeting attendance. <br />M/S/P Hunt/Armstrong - to adjust the administrator's annual salary <br />from $32,000 to $33,500 per year effective as of January 1, 1990. <br />(Motion carried 5-0). <br />CAR ALLOWANCE: The Council changed the car allowance of $100 per <br />month to the following: <br />M/S/P Williams/Graves - the administrator will be paid a travel <br />reimbursement of 25.5 cents per mile to compensate her for all city <br />driving on city business. (Motion carried 5-0). <br />C. Earth Day Resolution <br />The City received a letter from Hubert H. Humphrey, I1, Attorney <br />General, regarding Minnesota Earth Day 1990 and a suggested <br />resolution. The Council viewed the resolution favorably; therefore, <br />made the following motion: <br />M/S/P Graves/Hunt - to adopt Resolution 90-14 designating and <br />proclaiming April 22, 1990 as Earth Day 1990 in the City of Lake Elmo. <br />(Motion carried 5-0). <br />D. Joint Council/Parks Meeting <br />The City Council and Parks Commission will hold a joint meeting on <br />April 16th at 7:00 p.m. One of the topics of discussion will be the <br />walkway easement for DeMontreville Park. The Council received the <br />City Attorney's opinion and information regarding this easement. If <br />the Council has any questions, they are to get them to the staff prior <br />to the meeting. <br />
