would still own a strip of land sixty-six feet wide and 271.66 long <br />in the City of Oakdale. This strip is for access to the remainder <br />of the parcel from 15th Street. <br />5. The Armstrongs do not request the annexation of this 66- <br />foot wide <br />strip since <br />it would leave the <br />1.6.acre <br />parcel owned by <br />Robert and <br />Ann Thomas <br />surrounded on three <br />sides by <br />Lake Elmo. The <br />Thomas residence is served by Oakdale sewer and water. <br />6. That attached as Exhibit A is a diagram of the Armstrong <br />Parcel showing the 66-foot strip with diagonal lines. <br />7. That the parcel is agricultural in use and contains a <br />swamp and some wooded areas. There are no buildings or other <br />improvements on said parcel. <br />8. That it is the intention of the Armstrongs to keep said <br />land in its agricultural use and never develop said property. <br />9. That the parcel is in Green Acres and there are no unpaid <br />assessments for any improvements <br />prior years have been paid. <br />Real estate taxes for 1989 and <br />10. That the Armstrongs own the adjoining 160 acres in Lake <br />Elmo and that this parcel is farmed as part of the Armstrong Farm. <br />That 275 acres of said farm are in Lake Elmo and this 13 acre <br />parcel is in Oakdale. <br />11. That the annexation would be of benefit to the City of <br />Lake Elmo because it would add additional farmland to the tax rolls <br />and there would be no need for city services. <br />12. That this parcel would remain in School District 622 and <br />in the Valley Branch Watershed District. <br />Therefore, the Armstrongs request that the City Council of the <br />
