JCT.) <br />LAKE ELMO, MINNESOTA <br />Introduction <br />Legion Avenue was constructed about 1976 as part of the Eden Park development. It <br />NU seal coated in 1984 and It was patched extensively In 1989. There are other areas <br />of "alligator" cracking but have not yet come loose. in one area there is insufficient <br />crown In the road and water does not drain off the surface. <br />Proposed Improvement <br />'t is planned to overlay the street with a 1.1/2" thick bituminous overlay to strengthen <br />he entire surface and seal off the cracks. A 1.1/2" overlay was chosen Instead of a 2" <br />overlay because Legion Avenue has very little rutting compared to other streets and no <br />eveling is required. Gravel will be added to the shoulders and all driveways will be <br />hatched. <br />°easiblilty <br />7K raject Is feasible and should best be made as proposed. <br />nitlatlon <br />-his project was Initiated by the City Council, therefore ordering the project will require a <br />vur-fifths majority vote. <br />-2- 9150-000 <br />
