OUTLINE FOR LETTER TO M. KEUFFNER ABOUT ROAD <br />Problems: <br />1. Vehicles travel too fast on Lake Elmo Avenue N. <br />2. The S curve at 30th and Lake Elmo is especially hazardous <br />when exiting 2986 Lake Elmo due to inability to see traffic <br />coming South on Lake Elmo Ave., especially if they are travelling <br />faster than 25mph. <br />Existing_ situation: <br />1. 30 mph limit from HWY 5 to just past Pierre's pier, 45 MPH <br />limit from there to a point beyond 20th ST. (Tartan Park cutoff). <br />2. In 30 mph zone, traffic is allowed to travel at 39mph or <br />less without receiving citation. This fact was attested to <br />by two officers of the Sheriff's Department. <br />a. May be possible to verify by checking traffic <br />citation records over the past year or two. <br />b. The reasons given for this are: <br />1. it is too expensive to prosecute citations <br />at the lower level, <br />2. the judges throw the citations out of court, <br />3, the City of Lake Elmo does not pursue this <br />enforcement because it would have to send <br />a prosecuting attorney to each court <br />appearance. <br />3. There is a contract for 80 hours of Sheriff's support for <br />the City of Lake Elmo per week. This has been the status for <br />over 10 years. Maybe the population has grown enough during <br />that time to justify the cost of another officer for 40 hours <br />per week. It appears the Sheriff's Department has requested <br />just such an arrangement. <br />4. There is a lot of pedestrian traffic on Lake Elmo Avenue <br />North (walking, jogging, bicycles, skating, etc.) <br />5. Due to the attractive and interesting view of Lake Elmo <br />and it's activities, people driving on Lake Elmo Avenue are <br />simultaneously looking at the lake and traveling too fast. <br />This creates a tendency to weave on road and thus endangers <br />pedestrians. <br />
