So., SuitE 140, BLOOMINGTON, MN 55431 612/BB4-3029 Fax 884-9518 <br />MEMORANDUM <br />TO: Mayor, City Council, and City Administrator <br />FROM: Mike Black <br />DATE: August 21, 1990 <br />SUBJ: Comprehensive Plan Update <br />Attached are materials which address the major issues identified by the <br />Metorpolitan Council in their letter dated June 27, 1990. A brief <br />explanation of each major point is as follows: <br />Sewer Section <br />The Metro Council's comments included a request to clearly reference the <br />City's Comprehensive Sanitary Sewer Plan. However, a simple reference <br />was not adequate since the land use plan for the sewered area changed. I <br />met with Larry Bohrer and together we rewrote the Public Sewer section <br />and recalculated land use areas, flow rates, total flows, projected flows and <br />population equivelant units. The new calculations based on the revised <br />land use plan does not change the reserved capacity on the WONE <br />interceptor for Lake Elmo of 458,000 gallons per day, equating to 6,000 <br />population equivalent units of 75 gallons per person. Additional maps will <br />be added to the Comprehensive Plan as necessary. The attached e. Public <br />Sewer will replace the same section on p.42 of the Draft Comprehensive <br />Plan. <br />In addition, goals and policies will be added to the se&1ton on on -site septic <br />systems (p.46): <br />Goal: To assure proper functioning of on -site systems in order to <br />avoid the need for a public sanitary sewer system. <br />Policies: To require each on -site system to be properly sited, designed, <br />installed, inspected, and maintained. <br />
