Acree <br />SUBJECT: Traffic Hazards in Lake Elmo <br />Dear Mayor Dunn and Council Members; <br />The purpose of this letter is to provide recommended solutions <br />to the six (6) road hazards identified on the attached petition. <br />It is requested that you review this letter, consider the <br />recommendations and take action to correct these hazards. <br />EXISTING SITUATION: <br />The current speed limits on Lake Elmo Avenue North are 30mph <br />from highway 5 to a point just south of Pierre's Pier, and 45mph <br />from there to just beyond 20th Street. On 30th Street, there <br />is a 35mph speed limit from the intersection of 30th and Lake <br />Elmo Avenue North to Lisbon Avenue. <br />In the 30mph zone on Lake Elmo Avenue North, traffic is allowed <br />to travel at 39mph or less without receiving a citation. This <br />fact was attested to by two officers from the Washington County <br />Sheriff's Department. The reason given is that the County judges <br />throw these cases out of court if contested by the offender <br />because the City of Lake Elmo will not prosecute these cases <br />due to the expense involved. <br />There is currently a contract for 80 hours per week of Sheriff's <br />support for the City of Lake Elmo. This contract has been the <br />status for over 10 years. Maybe the situation in Lake Elmo <br />has changed enough during this period to justify adding <br />additional law enforcement personnel. <br />There is a lot of pedestrian traffic on Lake Elmo Avenue North <br />and 30th Street in the form of walking, jogging, bicycle riding, <br />skate boarders, skating, etc. <br />TRAFFIC HAZARDS AND RECOMMENDED SOLUTIONS; <br />Please refer to the map attached regarding the following hazards. <br />Hazard #1. Vehicles travel too fast on Lake Elmo Avenue North. <br />Recommended Solutions: <br />a. Lower existing speed limits on Lake Elmo Avenue North to <br />25mph and 30mph where the current speed limits are 30mph and <br />45mph, respectively. <br />
