MINN99TA 40191 <br />elanaaawo <br />August 17, 1990 PAxe,enoe.006t <br />Honorable Mayor and City Council <br />Lake Elmo, Minnesota <br />Re: Alternate Watenmain Route <br />SW-1 Water System <br />Lake Elmo, Minnesota <br />Conunission No, 9150-000 <br />Dear Mayor and Council: <br />At the informational meeting held August 14, we were instructed to investigate the feasibility of <br />using Ideal Avenue (CSAH 13) and TH 5 right-of-way Instead of Lake Jane TraiL We have not <br />made a detailed investigation yet but thought we would pass on some of the Information gathered <br />to date. <br />Firstly, the alternate route would require a 6" diameter watermain just like Lake Jane Trail, I was <br />concerned that the longer distance of the alternate route would require a larger size, but that Is not <br />the case, The alternate route is considerably longer at 3,570 feet additional length. 6" watermahn <br />was estimated at $13 per foot; therefore, the additional pipe cost for the longer route is estimated <br />to be $460410. This cost could be justified if the alternate route saved a corresponding amount of <br />restoration. This additional pipe cost represents 58% of the entire restoration allowance; <br />therefore, we doubt if the alternate route could be shown to be cost effective, <br />Secondly, the alternate route has its own construction difficulties. We know that the Ideal <br />Avenue ditches are very steep and deep. Installing a watermain. In the ditches would be difficult <br />and re-establishing those steep ditches would be worse. We know the County would not allow <br />us to tear up the blacktop. We do not see any difficulties in the TH 5 right-of-way; however, we <br />would have to cross an Amoco 10" petroleum pipeline twice, once on Ideal Avenue and once on <br />TH 5. A contractor must take special precautions crossing pipelines. <br />Lastly, the alternate route would not lend itself to future connections, if needed or desired. No <br />one is advocating additional connections outside the service area at this time, but the Lake Jane <br />Trail route would allow the City to consider hook-ups on a case by case basis if someone's well <br />goes dry or becomes contaminated. The alternate route abuts only about six homes on Ideal <br />Avenue. <br />
