LAKE ELMO CITY COUNCIL MINUTES SEPTEMBER 4, 1990 PAGE 3 <br />` M/S/P Hunt/Graves - to direct City staff to implement the (4) <br />recommendations stated in Larry Bohrer's letter, August 31, 1990, and <br />to contact the Deputies to set up speed monitoring on 24th Street. <br />(Motion carried 5-0). <br />If the speeding problem on 24th Street has not been resolved in two <br />months, the Council asked the residents to come back to the City <br />Council. The Council recommended an article written in the City <br />Newsletter stating the city is aware of the excessive speeding problem <br />and patrolling will be increased. <br />B. Receive Bids and Consider Award for 1990 Overlay Projects: <br />Lampert Avenue and 31st Street <br />City Engineer Bohrer reported (6) bids were received for contract for <br />31st Street Overlay between Stillwater Blvd. and Hwy 5, Lampert Avenue <br />Patch and Overlay, and maintenance overlays (includes 70' of driveway <br />by maintenance garage off of Jamaca Avenue) budgeted for each year. <br />The lowest bidder was Bituminous Consulting and Contracting of <br />Minneapolis, and the bid was lower than what the Engineer estimated <br />in the feasibility hearing. Bohrer indicated this was a favorable bid <br />and recommended the contract be awarded to Bituminous Cont. <br />M/S/P Hunt/Williams - to award contract for 1990 Street Patching and <br />Overlay Projects to Bituminous Consulting & Contr. in the amount of <br />$47,470.75. (Motion carried 5-0). <br />C. Set Assessment Hearing for 1990 Overlay Projects <br />Larry Bohrer requested the Council set an Assessment Hearing for the <br />1990 Overlay Projects for October 2, 1990. <br />M/S/P Graves/Williams - to set an Assessment Hearing Date for October <br />2, 1990 for the 1990 Overlay Projects. (Motion carried 5-0). <br />8. CITY COUNCIL REPORTS: <br />A. Set up Budget Workshop Dates with Personnel Committee and <br />C.I.P. Committee <br />Todd Williams reported the Budget Committee met with the Finance <br />Director, went over the budget, and proposed enough cuts to balance <br />the budget. The Committee felt the Council needed to hear <br />justification from the Dept. Heads for their particular proposed <br />budget items. <br />The Council set up a budget workshop with each Dept. Head of the <br />Maintenance Dept. and Fire Dept. for September 13th at 4:45 p.m, at <br />City Hall. <br />
