CITY ATTORNEY'S REPORT: Attorney Carlson referred to the monthly litigation report and pointed out the trial with Federal Land will be held on Friday, October 5, 1990. The appeal brief on Section 32 (first petition) is due October 24th. 8. CITY COUNCIL REPORTS: Mayor Dunn announced the Lake Elmo Volunteer Fire Dept. will hold an open house on October 13th from 10 a.m. to 2 p.m. Also the Lake Elmo Fire Auxiliary will hold a bake sale and garage/craft sale at the Fire Hall on Sat. Oct. 13th. Mayor Dunn thanked all who participated in the joint Woodbury/Lake Elmo hazardous Waste pick up. 9. CITY ADMINISTRATOR'S REPORT: A. First City Council Meeting in November The first City Council meeting falls on November 6th which is General Election Day. State Law prohibits us from holding a council meeting until the polls close at 8:00 p.m. The Council has the choice of either meeting at 8:00 or having our regular meeting on November Bth since we have to meet on this day anyway to canvass the election returns. M/S/P Williams/Armstrong - to reschedule the first City Council meeting from November 6th, which is General Election Day, to Thursday, November 8th at 7:00 p.m. (Motion carried 4-0). B. Budget The Council discussed the 1991 Pay Plan which was recommended by the Personnel Committee. (See Attachment A) M/S/P Graves/Armstrong - to approve the 1991 pay plan as recommended by the Personnel Committee. (Motion carried 3-0-1: Williams indicated he had no argument with the job that the Finance Director has done, but wanted the 24% pay increase be spread over a 2 year period and the increase of the Clerk -Typist be changed to 10%.) The Council asked the Finance Director to summarize the CIP's and points of discussion from the Budget workshop.
