Legion Avenue within Eden Park Addition <br />This street 1s 14 years old and was extensively patched in 1989, It needs a full overlay to <br />preserve the rest of the street. It is proposed to be 100% assessed. <br />Public hearings were held in 1990 and many persons spoke that this project should be <br />postponed until the construction was completed in Packard Park. Packard Park Is now <br />complete. <br />3, Hytrail Avenue - Highlands "frail to 39th Street <br />This street was paved in the mid-1970s. Upon Inspection this year for Its annual spot patch <br />and overlay, the Public Works Foreman and I felt that an overlay over the entire surface was <br />needed, This project would be similar to other overlay projects that the City has performed <br />over the last few years and is proposed to be 100% assessed. <br />4. MSA Maintenance Project <br />For the past few years, the City has been requesting its maximum maintenance allotment. <br />Many MSA roads have been overlaid with this money and it has helped to reduce the City's <br />unexpended MSA Construction Fund in order to avoid penalties. The maximum / <br />maintenance allotment for 1991 Is expected to be around $40,000. If 33rd and Laverne is to <br />be done in 1991, It was anticipated to use all of the funds on that project. If that project will <br />not be done, bituminous shouldering on 20th Street between Lake Elmo Avenue and <br />Manning Trail had been suggested. <br />S. Annual Patch and Overlay Maintenance Project <br />The City budgets about $25,000 annually for small patches and overlays which are <br />contracted out. These repairs are not large enough to be considered projects like those <br />described previously but yet are too large for the City crew to handle. This progratn is <br />usually determined by the Maintenance foreman and the Engineer in the spring when the <br />roads are fully visible. <br />Action Requested <br />The Council should decide if they want to proceed with 33rd and Laverne as the 1991 MSA <br />Project. The next step would be to approach the VBWD. If the Council does not want to <br />proceed with 33rd and Laverne, another MSA project should be chosen for 1991 to avoid a <br />penalty because of high fund balance. <br />A feasibility report has previously been prepared for Legion Avenue but would have to be <br />updated for 1991. The Council should direct the Engineer to update the feasibility report. <br />
