Qne acre Qf Ignel 4uitab_7e for an v <br />.Qn—_,e,ftP trg3nch s4gtPM Is r;-= fired far each -now resiei nt 4 a 7 -lot i n <br />The standards in Chapter 701 of the City Code exceed <br />the requirements of Minnesota Rules Chapter 7080, Individual <br />Sewage Treatment Standards, <br />Section 707.050 of the City Code states the following maintenance <br />requirements for cluster septic systems: <br />The City shall be responsible for operating, maintaining and <br />replacing the collection and final treatment and disposal <br />system. The City shall arrange for all repairs and <br />maintenance on sewers, lift stations, controls and <br />drainfields. The property owner shall be responsible for all <br />repairs and maintenance to septic tanks, including septic <br />tank pumping, and to all individual pump stations and sewer <br />pipes up to the collector sewer or final treatment and <br />disposal system. Unless otherwise prescribed, City ownership <br />and the City's responsibility for conducting Operation, <br />Maintenance and Replacement shall begin at the property line. <br />Cimarron, a mobile home park development in Section 36, contains a <br />privately owned and operated sewer collection system and packaged <br />wastewater treatment plant. This treatment system has a design <br />capacity of .25 mgd and now serves the residents of the mobile <br />home park. <br />2. Analysis <br />a. Public Safety <br />The City works with the Sheriff's Department and the Volunteer <br />Fire Department to determine the needs of the City in terms of <br />Public Safety. The City Council works with the Administrator to <br />develop plans to keep equipment up to date, and to keep informed <br />as to the needs of police protection. <br />The police and fire systems are balanced with the needs of the <br />City. other than to plan for replacement of equipment and funds <br />to compensate the firemen through insurance and pension funds, no <br />other expenditures are planned. Based on population forecasts, <br />the current system should be adequate at least through the year <br />2000. it is not anticipated that Lake Elmo will have its own <br />police department. <br />b. Public Water System <br />* Rural Center <br />The current system is over 25 years old.
