LAKE. ELMO CITY COUNCIL MINUTES DECEMBER 4, 1990 PAGE 5 <br />S. CITY COUNCIL REPORTS: <br />A. Tentative Airport Expansion Meeting <br />Mayor Dunn reported the tentative date of the Public Hearing for the <br />Lake Elmo Airport Expansion is scheduled for January 9, 1991 at <br />Oakland Jr. High School. <br />B. Recycling Calendar <br />Mayor Dunn reported the Recycling Calendar for 1991 is in the process <br />of being printed and will be distributed with the City Newsletter. <br />C. Commend Staff on Budget <br />Mayor Dunn commended the Administrator, Finance Director, and <br />Councilmen Hunt and Williams on the fine work done on the 1991 Budget. <br />Dunn reported she attended the Washington County's Truth and Taxation <br />meeting and how the people were upset with. the 13.5% increases. Dunn <br />thanked Jan Rosenthal for rebroadcasting this on Saturday on Cable TV. <br />D. Traffic on County Road 17 <br />Councilman Hunt reported. he met with Dick Acree concerning traffic <br />concerns be had brought to the Council's attention. The purpose of <br />this meeting was to define the problems and try to address what can be <br />done by the City. They were able to define the problem and other <br />problems such as cars passing on the right, cars cutting close to the <br />curbs, and the fact that both his DW and the way 30th St. comes in <br />contribute to some problems in the area. <br />Councilman Hunt made the following recommendations: <br />(1) Continue with speed study started on the State and County level <br />(State speed, survey areas: Lake Elmo Avenue from Hwy 5 to past 20th <br />Street, 30th Street from Cty Rd. 17 to Cty Rd 15), <br />(2.) Hazardous Area Reduction Program: Federally Funded <br />Program -strictly looks at signage within the City and will come back <br />with proposals. Study will be postponed until after the beginning of <br />1991. The Administrator will be meeting with Mary LaPlante regarding <br />signal lights, <br />(3) Continued information through the City Newsletter regarding <br />speeding problems and increased enforcement and, the need for paying <br />attention to signs. (Problem areas: Highlands Trail, Jane Road N., <br />from Klondike 5 to 32nd St.), <br />(4) Investigate possibility of signage (striping) in relationship to <br />the County's hazardous area study, <br />(5) Periodic sweeps by police in designated areas as a policy decision <br />by the City Council, <br />(6) Reid Park: City could install a larger speed sign or a warning <br />sign on 30th Street. <br />
