The city also submitted maps showing the Tri-lakes Area Off -site <br />and Cluster Septic Systems as well as the Old Village Area Off -site and Cluster Septic Systems. <br />In reference to the individual on -site and cluster septic systems and packaged treatment plants, <br />the plan states that the city participated in the 201 program to correct private septic systems. It <br />states: "Over 100 residences and businesses received new individual systems or were connected to <br />new cluster systems." The plan further states that "A dedicated area of 20,000 square feet of land <br />suitable for an on -site trench system is required for each new residential lot in the city." The plan <br />also quotes city codes (Section 707.050) which lay out requirements for cluster septic systems. <br />In the Goals and Policies section of the plan, the plan states the policy "to require that the design <br />and construction of any public sanitary sewer eliminate excessive infiltration and inflow and be in <br />compliance with current acceptable engneering standards and those set by the Minnesota PCA." <br />The goal in regard to "Individual On -site and Cluster Septic Systems and Packaged Treatment <br />Plants" is "to allow properly designed cluster treatment systems for multiple properties only where <br />existing individual systems have failed." and "to prohibit private package treatment systems for new <br />development." Under the policies section, the plan states: "To assure proper functioning of on - <br />site individual systems by requiring proper site location, system design, installation, inspection, and <br />maintainence of each system." The staff of the Natural Resources Division is satisfied with the <br />changes as proposed by the city. <br />There will be no regional impact from flows as projected in the plan since there is adequate <br />capacity in the WONE Interceptor to serve the wastewater flows as shown, provided the approved <br />flows from the city of Oakdale are not increased. <br />TRANSPORTATION (Braden) <br />The city's transportation goals and policies are consistent with those of the Council. However, <br />Lake Elmo's population/household forecasts are higher than those of the Council. Distribution of <br />population/households/employment by TAZ is different than that of the Council, in part because <br />the city uses higher numbers but also because the proportionate distribution is different. The <br />Council has no information indicating that the city responded to the Council's request to review <br />TAZ distributions. <br />The functional classification of the city does not match that adopted by the Transportation <br />Advisory Board. Specifically, the city shows several roads identified as collectors that are <br />designated minor arterials on the TAB map. If the city wishes to change the designation of some <br />of these roads, it should submit a- request to the Transportation Advisory Board to make any <br />other necessary changes to classification of specific roadways. <br />The city of Lake Elmo should be aware that the city of Woodbury is proposing an extension of <br />Bielenberg Drive as a minor arterial (connection to Helmo Avenue) into Lake Elmo. <br />The plan describes existing transit service, but it does not elaborate on potential needs such as <br />services for the elderly/disabled. The city should add information to its public transit discussion. <br />Additional comments regarding transit from the Metropolitan Transit Board are contained in <br />Attachment A. <br />
