6. If a joint zoning board has not been established or an airport zoning ordinance <br />implemented, the city and MAC should create a joint zoning board. This is <br />important in 1991 since the airport comprehensive plan is being prepared by MAC. <br />7. The Lake Elmo Comprehensive Plan properly identifies the location of the Lake <br />Elmo Park Reserve. However, the plan does not accept the possibility of a landfill <br />in the park. The city should recognize that state law may have precedence over <br />local and Council policies. <br />8. The plan contains a policy opposing construction of a landfill in the Lake Elmo <br />Regional Park Reserve. This is inconsistent with Council policy. <br />9. The plan provides a thorough summary and analysis of the current housing stock <br />in Lake Elmo. <br />RECOMMENDATIONS <br />1. That the Council adopt the staff report and findings as stated above as part of <br />these recommendations. <br />2. That the Metropolitan Council approve the 1990--2010 Comprehensive Plan for <br />Lake Elmo with the exception of the city's policy in opposition to the potential <br />landfill in Lake Elmo Park Reserve, since this is inconsistent with the Council's <br />Solid Waste Policy Plan and Minn. Stat. 473.811 and 473.823. <br />
