L /N,P- �- &)e ceAl PGUSC <br />WHEREAS, the Planning Commission, at its meeting of July 11, <br />1988, recommended Council approval of this Conditional Use Permit, <br />subject to the applicant complying with the following conditions: <br />(1) The approval, granted under this resolution, shall be <br />limited to the proposed Stage I Construction consisting of <br />a 29,000 square foot greenhouse structure and a 7,250 square <br />foot steel pole building; any proposed expansion hereafter, <br />onthis site, shall be subject to Planning Commission and <br />City Council review and approval; <br />(2) Retail sales shall not be permitted on the site; <br />(3) Adequate drainage and/or ponding on the site shall be <br />provided, in accordance with the recommendations of the City <br />Engineer, and in conformance with the current Lake Elmo <br />Codes, Ordinances and one percent rule as to rate and <br />volume. <br />(4) The applicant shall comply with the following landscaping <br />requirements: <br />(a) On the entire length of the north and west property <br />boundaries, three staggered rows of evergreen trees, <br />being two to four feet in height, shall be planted <br />and maintained to provide a buffer to adjoining <br />properties; and, <br />(b) Shrubbery shall be planted around the identification <br />signage, at the entry to the property, to buffer from <br />affected surrounding properties; the identification <br />sign shall not exceed square footage of 3' x 6' in <br />size. <br />(5) Lighting, on the site, and for the greenhouse, shall conform <br />to existing City Code lighting standards and requirements, <br />as set forth in Section 1508 of the code; all lighting -shall <br />be shielded to diffuse lighting from surrounding properties. <br />(6) The applicant, under this Conditional Use Permit for <br />Stage I, shall be limited to the construction of one 2000 <br />square foot accessory structure for uses, as permitted by <br />Code, other than those uses directly affiliated with the <br />operation of the greenhouse. <br />(7) No use allowed under this Conditional Use Permit shall cause <br />pollution nor shall any hazardous'materials be stored on the <br />site, other than those required for operation of said <br />greenhouse. <br />
