DATE APPROVED: 3-19-91 <br />DATE ISSUED; 3-29-91 <br />LAKE ELMO CITY COUNCIL MINUTES <br />MARCH 5, 1991 <br />Mayor Johnson called the City Council meeting to order at 7:08 p.m. in <br />the City Council chambers. Present: Mayor Johnson, Hunt, Dick <br />Johnson, Mottaz, Williams, City Engineers Bohrer and Prew, City <br />Attorney Filla and Administrator Kueffner. <br />1. AGENDA <br />Add: 7G. Old Village Drainage Update <br />M/S/P Williams/Dick Johnson - to approve the March 5, 1991 City <br />Council agenda as amended. (Motion carried 5-0). <br />2. MINUTES: February 21, 1991 <br />M/S/P Mottaz/Dick Johnson - to approve the February 21, 1991 City <br />Council minutes as amended. (Motion carried 4-0-1: Abstain: Hunt). <br />3. CLAIMS <br />M/S/P Dick Johnson/Hunt - to approve the March 5, 1991 Claims #94501 <br />thru #94551 as presented. (Motion carried 5-0). <br />4. PUBLIC INQUIRIES <br />5. State Senator Gary Laidig and State Representative <br />Harriet McPherson <br />The Council asked the Senator and Representaive to keep the Council <br />up-to-date on proposals in bill form, and they would appreciate having <br />an informal meeting to submit their input or concerns. <br />In regard to the $500 million buffer set aside to handle emergencies, <br />Councilman Mottaz explained the state figures that 5400 million of <br />that they have to use for daily operation which leaves 5100 million to <br />use for emergency situations. Councilman Mottaz asked, "Don't you feel <br />that instead of placing cities in very difficult situations where they <br />have to make major cuts and changes, that this is an emergency <br />situation that we have built up this buffer?" McPherson answered if <br />the reductions are going to be so severe that they result in <br />curtailment of services that are vital or layoffs of employees, then <br />the use of that budget reserve is a "hot" item. It will be difficult <br />to defend keeping $100 million in the budget reserve, but we should <br />wait until we see what the April forecast is before we ask a <br />committment on 5100-150 million. <br />
