PUBLIC RELATIONS SERVICE AGREEMENT <br />I. Parties. This Agreement is entered into by and between the <br />City of Lake Elmo, a Minnesota Municipal Corporation (herein <br />"City") and Colle and McVoy Public Relations, a Minnesota <br />corporation (herein "Agency"). <br />II. Terms and Conditions. In consideration of the mutual <br />undertakings herein expressed, the City and Agency agree as <br />follows: <br />A. Effective Date. This contract shall be effective January <br />1, 1991. <br />B. Agency Responsibilities. <br />1. Advise City's Council on public relations aspect of <br />City's strategy in regard to the proposed Lake Elmo . <br />Regional Park Landfill. <br />2. Develop for approval and implementation a program <br />designed to achieve City's goals and objectives. <br />3. Provide professional staff services as may be <br />required to assist the City in carrying out its <br />goals and objectives. <br />4. Present information at City Council meetings as <br />requested. <br />5. Advise the City's Council prior to entering into <br />uncancelable contracts for services or materials in <br />excess of $2,000.00. <br />C. City Responsibilities. <br />1. Assist Agency in making City's public relations <br />more effective by providing information which is <br />mutually deemed to be pertinent to the Agency's <br />work on City's behalf. <br />2. Cooperate in expediting approvals of Agency's work <br />in City's hands so that deadlines may be met at <br />minimum costs to City. Agency will exercise its <br />best efforts to anticipate regular meeting dates <br />for the City's Council when Council approval is <br />required. <br />3. Authorize Agency to purchase materials and services <br />as required to produce public relations on the <br />City's behalf and within the guidelines of the <br />approved estimated budget. <br />1 <br />
