The method of <br />assessment is proposed to be the Unit Method ($1,754.00 per unit). <br />This project was initiated by the City Council, therefore, ordering <br />the project will require a four -fifths majority vote. <br />Linda and Bob Stone, 2390 Legion Lane, questioned why they were being <br />assessed one unit when they have a corner lot. They would like to see <br />lots asssessed in Packadr Park because of the damage done to the road <br />by the large trucks delivering building materials. They were opposed <br />to gravel shoulders because of the safety factor. <br />Ann Bucheck, 2301 Legion Avenue, explained they met with the Council <br />on May 1, 1990 when it was noted. by Councilman Hunt that the city <br />should get more information from the VBWD on the water project that <br />will be by the street and Councilman Graves suggested waiting until <br />Packard Park was complete and VBWD developed their plan.. Ann asked <br />the following: <br />--Has VBWD been contacted, if so what information have they <br />given the City on future plans for redirecting water and <br />what do the plans include regarding reconstruction of <br />the street. <br />--Who will pay for the street when we have the 100 year flood <br />and 5' of water on the street. If we have the flood in <br />2 years, will we pay again or will VBWD take care of it OR <br />will the City take care of it since the City allowed the <br />street to be put in under flood plain level. <br />--Was totally opposed to placing gravel on the shoulder <br />because this is a rural residential neighborhood. <br />--$1,000 is a much more reasonable amount to pay because <br />the City has funds to draw from. <br />Debra Wilfong, 2229 Legion Avenue N., opposed the project and felt <br />Lots 2 and 3 should be added, because they do draw benefit from the <br />road. She indicated $1,754 is out of line and asked to be shown how <br />her property will actually increase by this value. She voiced her <br />concern on what happens to the road in terms of flooding because this <br />is a flood plain area. <br />John Leslie, 11546 20th St. N., stated when they put the road in it <br />was a hardship to him because it took from him a buildable lot and <br />made a non- buildable lot under the new ordinances He —was opposed -to the gravel shoulders because of the safety factor. <br />Jean Durand, 11332 20th St. N., stated the road will not improve or <br />increase the value of their land. Most of the land to the West of <br />Legion Avenue is unbuild.able because of water problems created by <br />projects that were ,put in. The acreage is a water storage area for <br />24th Street, Downs Lake overflow, and Legion Avenue from the north. <br />
