BACKGROUND <br />The City of Lake Elmo (the City) is issueing a Request for Proposals <br />(RFP) for. Refuse Collection firms to provide an organized refuse <br />collection program, including recycling and yard waste, within the <br />City of Lake Elmo. <br />The objective of organized collection is to: <br />1. Achieve recycling abatement goals. <br />2. Minimize the amount of truck traffic on city streets <br />by using one hauler. <br />3. Provide best overall cost to residents. <br />4. Provide weekly pickup on a selected day which will <br />result in cleaner appearing city. <br />5. Be prepared for seemingly inevitable mandatory source <br />separation ordinance which may occur at the discretion <br />of the City of Lake Elmo, Washington County and/or the <br />state of Minnesota. <br />6. To offer uniform volume base fees that will result <br />in the waste generator paying for the waste generated. <br />SPECIFICATIONS <br />I. DEFINITION OF TERMS <br />"Additional collection service" shall include all items that are <br />collected in excess of the maximum volume allowed for a dwelling <br />unit. <br />"Cart" means a 90, 60, or 30-gallon receptacle used to contain <br />garbage and refuse. <br />"Compost" means (yard waste) organic material consisting of grass <br />clippings, and leaves but excluding pine cones, apples, vege- <br />tables, twigs, branches or refuse of any kind. <br />"Yard Waste receptacle" means a plastic lawn/leaf bag of a type <br />available commercially, paper biodegradable bags, or a permanent <br />can which is identified as containing compost. Receptacle is not <br />to exceed 30 pounds. <br />"Dwelling unit" means a separate dwelling place with a kitchen or <br />area for the preparation of food. <br />"Garbage" means animal and vegetable waste resulting from the <br />handling, preparation, cooking, service and consumption of food. <br />
