6. Safety <br />a) The Contractor shall provide and maintain all sanitary <br />and safety accommodations for the use and protection of <br />its employees as may be necessary to provide for their <br />health and welfare and comply with Federal, State, County, <br />and local codes and regulations, as well as those of other <br />bodies and tribunals having jurisdiction. Employee safety <br />and sanitation facility regulations are set forth in <br />Minnesota Statutes 182 and in the Department of Labor and <br />Industry's Labor Safety Code (LISC 73-75). <br />D. Payment Method <br />1. The Contractor will maintain its own billing system, <br />according to the rates set forth in attachment A, for <br />collection of garbage, refuse, compost, and recyclables. <br />The Contractor will offer a volume -based fee and will show <br />that fee on attachment A. <br />2. There shall be a senior citizens rate established at a <br />rate lower than the base dwelling unit price. The senior <br />citizen rate will be established in attachment A. <br />3. The City or the Contractor may initiate adjustments as <br />follows: <br />a) on January 1st of each year of the Contract, either party <br />may request adjustments to the contract's base rates on <br />the basis of increases or decreases in the private trans- <br />portation CPI for the preceeding 12 months. Such changes <br />shall be effective April 1st of the year requested. <br />b) The tipping fee identified in Attachment A shall increase <br />or decrease corresponding with the percent of increase or <br />decrease at the landfill/processing facility. Either <br />party may initiate an adjustment in the tipping rate upon <br />a 15 day notice due to a 10% or more aggregate increase <br />or decrease in the landfill/processing facility charges. <br />Adjustments.may also be made upon the basis of a decrease <br />in the amount of solid waste generated due- to the abate- <br />ment of solid waste generated or the exclusion of recycl- <br />able materials from the solid waste stream upon mutual <br />agreement of both parties. The tipping -fee rate as of <br />January, 1991 is per ton. <br />7. The base dwelling unit price will be established in <br />attachment A of this Contract. <br />B. Additional collection services. Charges for pick-up of <br />additional items and for additional service shall be made <br />directly to the resident owner by the Contractor at a <br />rate approved by the City Administrator. The additional <br />collection service price will be established in Attach- <br />ment B of this Contract. <br />
