There are 13.1/2 benefitted lots resulting In a unit assessment rate of $1,445 <br />per lot. The three lots awned by Derrick Land Company are considered unbulidable for <br />the purpose of this assessment, <br />Alternate No. 2 <br />Under this alternative, City participatlon would be used to limit the unit assessment to <br />$1,000 per lot. This amount has been the historical upper limit of assessments for this <br />type of work. Under this proposal $13,500 would be recovered by assessment (13-1/2 <br />lots at $1,000 each) and City participation would be $6,000. <br />Justification for City Participation <br />Prior to 1980 many of the City streets would have been classified as In "poor" condition. <br />Through the use of MSA construction funds, MSA maintenance funds, Overlay <br />Assessments, budgeted patch and overlay funds, and budgeted seal coat funds, all the <br />City streets can now be classified "good" or "fair". The first streets that were overlaid <br />were the older, narrower streets through small lot subdivisions. Typical assessments <br />were $400 - $700 per lot. As the newer subdivision streets needed overlays, the <br />assessments approached $1,000 per lot because of the wider streets and fewer (larger) <br />tots over which to spread the cost. In the case of Hytrail Avenue, three of the Derrick <br />lots are considered unbuildable. <br />For the past several years, the City budget has provided $26,000 for patching and <br />overlays, This is generally work that Is contracted out because it Is too large for the <br />Maintenance Department to handle but smaller than full blocks of work which would be <br />assessed, because of the concentrated effort over the past years to Improve streets, <br />we are starting to "catch up" with the needs. It Is believed that there were some unused <br />Patch and Overlay funds from last year and the full 125400 may not be needed this <br />year elther. It is also believed that $1,000 per lot may be the threshold assessment that <br />It exceeded, strong property owner objection may stall the successful overlay program <br />the City has started. <br />-2. 9150-011 <br />
