MINNSSOTA 58101.1803 <br />March 2$, 1991 <br />24M <br />PA012011 ss <br />Honorable Mayor and City Council <br />City of Lake Elmo, Minnesota <br />Re: Kraft Circle Drainage Problems <br />Lake Elmo, Minnesota <br />Commission No. 9150-001 <br />Dear Mayor and Council: <br />As instructed by the City Council, I visited the referenced problem area on March 27, 1991, <br />Water was ponded on the east side of the road between the south side of Ziniel's driveway and <br />the north side of Wichelman's driveway. <br />According to Mrs. Wichehman, ponding has occurred at this location throughout the 10 years she <br />has lived there. <br />Ptoble <br />The problem appears to be a localized low spot along the edge of the road. Although the Kraft <br />Circle pavement is in good condition, I feel that if the low spot is not drained, the pavement in <br />that area will eventually need patching. I believe that this, in addition to the nuisance the water <br />moos, warrants the City's attention to the problem. <br />Solution <br />It Is recommended that a shallow catch basin be constructed at the low point. An outlet pipe <br />would be extended west across Kraft Circle. A shallow ditch along the north property line of the <br />Rolf property and through the City of Lake Elmo property would be necessary to direct the water <br />to an existing culvert at the corner of 33rd Street lane and 33rd Street (See Fig= 1), <br />— Because of the small size of this project, the City Maintenance Department could perform the <br />construction. It is estimated that materials will cost $1,200, and labor will cost $1,500, <br />A drainage easement will be needed from the `WS for the shallow ditch on their property. <br />Coungg Action <br />It is recommended that the outlet be constructed as proposed. <br />Sincerely, <br />Thomas D.
