Steven C <br />8468 Lake <br />Lake Elmo, <br />May 6, 1991 <br />Dear Dave, <br />DeLapp <br />Jane Trail <br />MN 55042 <br />Following up on Jess Mottaz' letter to me about Council sensitivity, I <br />want to call attention to your behavior at the April 25 Valley Branch <br />Water Shed meeting. You arrived late and walked past the large <br />audience to the front row. Instead of discreetly seating down, you <br />stayed up and shook hands with the former land owner thought by <br />many in the audience to be responsible for the problem being <br />discussed. You got up and down at irregular intervals to get <br />refreshments and to talk to people in the back of the Council <br />Chambers. You spoke out several times without waiting to be <br />recognized by the Valley Branch Chairman. <br />Those present were <br />generally <br />able <br />to concentrate over your <br />distractions <br />and to keep <br />their attention <br />focused on the subject. On <br />the other <br />hand, your <br />behavior <br />would <br />have increased anxiety for <br />those who <br />consider your <br />presence, <br />alone, <br />to be a form of intimidation <br />toward the <br />majority of <br />residents <br />who support the higher quality of <br />life in Lake <br />Elmo. <br />Thank you in advance for addressing this unfavorable reflection on <br />the Office of the Mayor and on the Council as a whole. <br />Sincerely, <br />xc: City Council <br />
