This year, DPRA's overall increase in salary expense for all employees averaged six <br />percent. Salaries of staff members in our St. Paul office who work on the Lake Elmo EIS <br />review project were given an average increase of six and three-quarters percent. <br />Presented below are DPRA's existing contract hourly rates for staff assigned to this project, <br />as well as their new labor rates which became effective April 1. <br />Staff <br />Lough <br />Ross <br />Smith <br />Blackburn <br />Clerical/Accounting <br />Contract Rate ($/hr) <br />90.00 <br />52.50 <br />52.50 <br />36.50 <br />34.50 <br />New Rate ($/hr) <br />94.50 <br />56.00 <br />56.00 <br />40.00 <br />36.50 <br />We therefore request that the City of Lake Elmo and ReAPP approve our adjusted labor <br />rates in accordance with our salary costs for staff working on this project, effective April 1, <br />1991 through March 31, 1992, under our amended contract (May 24, 1990.) This does not <br />affect the overhead rate, profit level, or other charges to the project. <br />Once again, we find ourselves making this request to the City because of significant delays <br />in the EIS project schedule by Washington County. As of March 25, 1991, the project team <br />of DPRA and Geraghty & Miller have invoiced 51 % of the estimated project budget, <br />excluding the contingency allowance. We had originally estimated project completion by <br />December 1990. In addition, pursuant to Section IV of our contract, we request a one-year <br />contract extension to June 30, 1992 to complete the EIS review. <br />Regarding staff labor rates charged by our subcontractor, Geraghty & Miller, we have <br />enclosed a letter and fee schedule for their professional services which will become effective <br />May 1, 1991 on all existing projects except those where contractual agreements preclude the <br />introduction of a different fee schedule. Geraghty & Miller's labor rates under this contract <br />will be two years old this May and, based on their new fee schedule, hourly rates for staff <br />working on the EIS review project have increased. <br />200 Research Drive PO.
