-3pn- Date: April 25, 1991 <br />Permit No: MN 0054348 <br />The Commissioner's determination that the permit should be issued is tentative. <br />Interested persons are invited to submit written comments upon the proposed <br />permit action. The comment period begins and ends as indicated on page one of <br />this Notice. Any comments received no later than the last day of the comment <br />period will be considered in the formulation of final determinations. <br />Any comments submitted are required by Minnesota Rules Part 7001.0110 to <br />include the following information: <br />1. A statement of the person's interest in the permit application or the <br />draft permit; <br />2. A statement of the action the person wishes the Agency to take, <br />including specific references to sections of the draft permit that <br />the person believes should be changed; and <br />3. The reasons supporting the person's position, stated with sufficient <br />specificity as to allow the Commissioner to investigate the merits of <br />the person's position. <br />During the comment period, any person may submit a request for a public <br />informational meeting or a contested case hearing on the proposed permit <br />action. A public informational meeting is an informal meeting which the Agency <br />may hold to help clarify and resolve issues. A contested case hearing is a <br />formal proceeding before a state,Administrative Law Judge. <br />Any request for a public informational meeting or a contested case hearing must <br />include the items 1 through 3 listed above and also a statement of the reasons <br />the person desires the Agency to hold a public informational meeting or <br />contested case hearing and the issues that the person would like the Agency to <br />address at the public informational meeting or contested case hearing. <br />In the absence of any requests for a public informational meeting or contested <br />case hearing, the final decision of the proposed permit action will be made by <br />the Commissioner under a delegation made by the Minnesota Pollution Control - <br />Agency Board. However, any person may request that this permit be considered <br />by the Agency Board prior to final permit action. Such requests must be made <br />in accordance with Minnesota Rules Part 7000.0500, Subp. 6. <br />
