LAKE ELMO CITY COUNCIL MINUTES JULY 16, 1991. PAGE 4 <br />M/S/P Hunt/Williams - to direct the staff to write letters to both <br />parties indicating the City Council has decided not to consider this <br />request, that this situation is not the fault of the City, therefore, <br />the city feels it is proper for the parties to settle this issue <br />privately. (Motion carried 5-0). <br />5. CITY ENGINEER'S REPORT: <br />A. Approve plans and specifications and advertise for bids <br />for improvement of Hytrail Avenue N. <br />M/S/P Hunt/Dick Johnson - to adopt Resolution No. 91-24 approving the <br />plans and specifications for the improvement of Hytra.il Avenue from <br />Highlands Trail N. to 59th Street N. and the .parking lot (25' x 75', 6 <br />parking spaces) for DeMontreville Park, and to order the advertisement <br />for bids. (Motion carried 5-0). <br />B. Update Engineer Standards <br />M/S/P Motta.z/Dick Johnson - to instruct the City Engineer to proceed <br />with updating the engineering standards for roads, storm sewer, <br />sanitary sewer, watermain, pond design with the first draft submitted. <br />to the Council at the August 20th meeting. (Motion carried 5-0). <br />The Council suggested that the Maintenance Foreman and Fire Chief be <br />given copies of the engineer's proposal before the Council considers <br />them so the Council can receive their (Foreman and Chief) written <br />comments at the same time. <br />Tom Prew recommended in the RED zoning 24' bituminous surface (9 ton) <br />with 2' gravel and. a 2' earth shoulder so this allows people to drive <br />off the road.. Prew anticipated having two standards; the rural section <br />as described above and urban section with the engineer's approval on <br />slopes greater than 4-6% having 28' bituminous surface (9 ton) with <br />curb and gutter. <br />6. CITY ATTORNEY'S REPORT: <br />A. Cottage Grove Ravine Watershed Joint Powers Agreement <br />M/S/P Williams/Hunt - to direct the city staff to instruct our <br />representative (Tom Armstrong, Jr.) of the Cottage Grove Ravine <br />Watershed Commission to appear at the July 18th meeting at Woodbury <br />City Hall relaying the fact that the City is still studying the <br />amended Joint Powers Agreement and is yet not in a position to <br />approve it, furthermore, the Council has reserved. a time slot (1-hour) <br />for discussion of agreement with our representative at the August 20th <br />meeting. (Motion carried. 5-0). <br />The Council suggested the Valley Branch Watershed. District and. the <br />Cottage Grove Ravine Watershed submit quarterly reports to the City. <br />
