DATE APPROVED: 11-19-91 <br />DATE ISSUED: 11-29-91 <br />LAKE ELMO CITY COUNCIL MEETING <br />(Continuation of November 5th Council meeting) <br />NOVEMBER 12, 1991 <br />Mayor Johnson called the council meeting to order at 7:05 <br />p.m. in the Council chambers. Present: Mayor Johnson, <br />Mottaz, Williams, Administrator Kueffner. Absent: <br />Councilmen Johnson and Hunt. <br />1. OLD BUSINESS: <br />A. Resolution No. 91-34 Opposing Detachment/Annexation <br />to Oakdale, Out Lot A -Lake Elmo Heights, 2nd Addition <br />M/S/P Williams/Mottaz - to adopt Resolution 91-34, as <br />amended, Opposing the Detachment of 93 acres known as Out <br />Lot A Lake Elmo Heights 2nd Addition from Lake Elmo and Its <br />Concurrent Annexation to the City of Oakdale. (Motion <br />` carried 3-0). <br />B. Signing of Letter to MAC re: Airport Commission <br />Expansion <br />The Council signed the letter to Hugh K. Schilling <br />indicating the city's concern about the commission staff <br />recommendation to retain a 3,900 ft. ultimate primary runway <br />length in the master plan for the Lake Elmo Airport. <br />2. CITY COUNCIL REPORTS: <br />Councilman Mottaz: <br />Councilman Mottaz reported research has been done on the <br />septic tank man hole extension and found out the following: <br />Washington County allows 6" earth cover over the manhole, <br />Burnsville has an ordinance almost identical to Lake Elmo's <br />regarding clean -out through the manhole, etc, and they also <br />allow a 6" earthen cover; the University of MN experts <br />recommend a 6" cover; and Chandler Concrete Fabricators <br />recommend a 6" cover. <br />The City staff has received approx. 100 telephone calls <br />regarding this item and most of the people were offended by <br />having to bring their manholes completely up to the ground <br />surface. They would have preferred if it was simply stated <br />they had to pump thru a manhole. Another option for Council <br />consideration: pumping thru the manhole at the discretion of <br />the property owner whether they want to dig it up every two <br />years or bring it up to the surface. <br />
