JOINT WORKSHOP BETWEEN THE CITY OF LAKE ELMO AND OAKDALE <br />DECEMBER 17, 1991 <br />5:30 p.m. <br />LAKE ELMO CITY HALL <br />PRESENT FROM LAKE ELMO: Mayor Johnson, Councilman Dick Johnson, <br />Mottaz, Williams, Administrator Kueffner. Absent: Hunt <br />PRESENT FROM OAKDALE: Mayor Bearth and City Council <br />PRESENT FROM WASHINGTON COUNTY: Dick Herold, Don Wisnewski, <br />DISCUSSION ON IMPROVEMENTS ON COUNTY ROAD 10: <br />Don Wisnewski: Based on input from Lake Elmo, we have moved the <br />alignment about 221to 25' north so that would skirt the wetland <br />area. The Lake Elmo Planning Commission suggested a bridge. We <br />have a cost estimate of 3 million dollars for the bridge itself. <br />We are estimating this entire project to be about a million <br />dollars. We do not feel this is a feasible alternative. <br />Dick Herold: We moved the alignment to the north so we don't <br />lose any wetland on the southside of the road. We have contacted <br />the county landscape architect regarding kinds of trees and <br />shrubs and would come before the council with a planting schedule <br />for your approval. There would be bigger trees on the north side <br />with shrubs on the southside. We do not have anything firmed up <br />on replacement of wetlands. Permanent loss of acreage is about <br />3.3 acres. With the no net loss passed by the legislature, this <br />would mean 6.6 acres of replacement wetlands and would be worked <br />out with the DNR and Core of Engineers. <br />Todd Williams: Are you planning on transporting water by a pipe <br />under the road? Herold: Definitely, but decision hasn't been <br />made if the pipe would be 30" or 36". We will do a study and look <br />at the storage and do an engineering design when we size the <br />pipe. <br />Wisnewski: We are preparing an EAW and the County would be the <br />RGU. We finished preliminary design from discussions of the two <br />councils. <br />Oakdale: Let's lower the speed limit and make a decent looking <br />parkway and don't see any reasons why we can't put trees in the <br />median. As far as putting trees and shrubs along this is a waste <br />of money. There were individuals here that were not in favor of <br />a 4-lane, but compromised, favor of a four lane if we could have <br />a parkway type design. Let's be different and use our <br />imagination. <br />Dick Johnson: I don't see any imagination here at all from the <br />standpoint of a parkway, but just plant a few trees to passify <br />the councils. <br />
