LAKE ELMO CITY COUNCIL MINUTES MARCH 2, 1992 3 <br />B. Planning Commission's Recommendation on <br />MUSA Ordinance. <br />The Planning Commission recommended the MUSA Ordinance Final <br />Draft, dated February 24, 1992, to the City Council for <br />their approval and after Council approval the Planning <br />Commission will then call a public hearing. <br />M/S/P Hunt/Williams - to direct the Planning Commission to <br />schedule a public hearing on the MUSA Ordinance Final Draft <br />dated February 24, 1992 for their first meeting in April or <br />at their earliest convenience. (Motion carried 4-0). <br />Councilman Williams noted the following concerns: <br />Page 3, D. ACCESSORY USES, <br />1) Satellite dish antennas to permit tele-conferencing. <br />--Set some kind of limit on the number and size of <br />satellite dish antennas allowed. <br />Page 3, E. MINIMUM DISTRICT REQUIREMENTS <br />4. Minimum Building Setback from Property Lines: <br />--Consider the justification for the setbacks that are <br />proposed, especially those that call for conditional <br />setbacks for each storey above the first. <br />Page 4, 6. Maximum Building Height: <br />--Is 60' maximum building height wise? This is higher <br />than allowed in any other part of the city, primarily <br />because of fire protection reasons. <br />Page 5, 2. PARKING: <br />Screening - Specify what would be allowed screening. <br />Page 5, 3. LANDSCAPING: <br />The two distances appear to be inconsistent in 3. and <br />EA on Page 3. a buffer area of a minimum depth of <br />100' will be required." E.4, talks about any line <br />adjacent to a residential zone 150, (this area is to be <br />reserved for landscaping.) <br />Should the words be added "built" or "constructed" before <br />the final inspections are completed: "Such a buffer area <br />shall be completely defined and designed, and approved by <br />the City prior to all final City inspections for <br />construction on site." <br />Councilman Hunt voiced his concern on: <br />Page 2, C. CONDITIONAL USE: <br />Item 11. Full service restaurants where food is served <br />to a customer and consumed while seated at a counter or <br />table. <br />--These establishments that would be allowed should not <br />have liquor licenses. <br />
