MINUTES APPROVED: 7-21-92 <br />MINUTES ISSUED: 7-31-92 <br />LAKE ELMO SPECIAL COUNCIL MEETING <br />JULY 14, 1992 <br />Acting Mayor Williams called the special city council <br />meeting to order at 6:00 p.m. in the city council chambers. <br />Present: Mayor Johnson, Hunt, Dick Johnson, Mottaz, <br />Williams, City Engineer Tom Prew, City Attorney Jerry Fills <br />and Administrator Kueffner. <br />1. AGENDA <br />The City Council added discussion on the Hidden Valley <br />Development <br />2. DISCUSSION ON THE COTTAGE GROVE RAVINE WATERSHED JOINT <br />POWERS AGREEMENT <br />This discussion was continued from the July 7th workshop. <br />The Council received a copy of the storm water retention <br />ponds map. Councilman Williams volunteered to work with <br />Rose Armstrong on the document changes suggested by the City <br />Council. The City Attorney will receive a copy at the same <br />time the Council receives their copy. <br />3. DISCUSSION ON THE HIDDEN VALLEY DEVELOPMENT IN OAKDALE <br />Lake Elmo Residents Dave & Mary Kay Lang explained their <br />concern on environmental issues (wetlands filled in and <br />extreme traffic impact on our streets) related to this <br />development and the expansion of Olson Lake Estates and <br />Heather Ridge. Al Dornfeld, President of the VBWD, indicated <br />they have not received any information for review on the <br />Hidden Valley preliminary plat. <br />M/S/P Dick Johnson/Williams - to adopt the appropriate <br />resolution submitting this matter to Met Council for a <br />review of metropolitan significance and direct staff to <br />include information required by Minnesota Rules of Procedure <br />Section 5800.0070. (Motion carried 5-0). <br />4. DISCUSSION ON PROPOSED PROJECTS AND ASSESSMENTS FOR <br />INDIVIDUAL PROPERTY OWNERS <br />M/S/P Mottaz/Dick Johnson - to request the city engineer to <br />come to the next council meeting with an estimate of the <br />cost for an overlay for 33rd St. and Laverne Avenue and with <br />a suggestion on how we can deal with the seven severe sewer <br />problems in this district.
