Council suggested discussing the issues with Dick Sachs and <br />his staff before the budget is finalized. <br />Councilman Williams stated that there are a number of <br />capital items in various depts. scheduled for periodic <br />replacement. We should look at all CIP's and rearrange <br />things so we have a much more even level of spending for <br />these items. An even level could include increasing in off <br />years certain dedicated funds which could be used for large <br />purchases at the appropriate time. The Council requested the <br />Finance Dir. go back to the different depts and lay out a 5 <br />year CIP which evens out the payments and come back to the <br />Council with the net. The Council invited the MAC to get <br />involved with the CIP. <br />The Council asked the Fire Dept. for an accounting of their <br />Social Fund: how much money do they receive, what is the <br />money spent on. <br />The Council asked that a meeting be arranged for August 25th <br />at 6:30 p.m. with the Fire, Maintenance, Parks Dept at their <br />respective locations. <br />PAGE 7: EXPENSES (Continued) <br />Police Contract: <br />$108,500 cost for police <br />$150,600 cost for police <br />Council requested a quote <br />another officer. <br />contract for 1993 (72%) <br />contract for 1994 (100%) <br />(cost breakdown per hour) for <br />Councilman Hunt asked if the landfill referendum funds could <br />be used as a means of paying for another officer. <br />Councilman Williams responded until the new siting process <br />is in place and we know we are safe, he favored continuing <br />the referendum landfill funds. Mayor Johnson was opposed to <br />the continuation of the landfill referendum funds because he <br />didn't see any rationale for it. <br />PAGE 8: EXPENSES (Continued) <br />Public Works• <br />The Council will talk to Dan Olinger about the Capital <br />Outlay and ask if some of this may go under CIP. The <br />Council requested a 3-year plan from our city engineer for <br />projects and costs. <br />There is $60,000 put in for sealcoating. The Council was in <br />favor of building this fund back up again. Ask Dan if he <br />would object to taking crack filling out. <br />The Council agreed to $20,000 in the Maintenance Reserve. <br />There was Council consensus that the publc works budget <br />looked good. <br />
