BARTHOLDI <br />2780 NORTH SNL•LLING AVENUE, SUITE 327 <br />ROSEVILLE, MINNESUTA 55113 <br />TEI .rPHONG <br />(612) 631-8489 <br />December 15, 1992 <br />Honorable Mayor Johnson and Members <br />of the Lake Elmo City Council <br />c/o Mary Xueffner <br />City Administrator <br />3800 Laverne Avenue North <br />Lake Elmo, MN $5042 <br />RE: THOROUGHFARE PLAN <br />Dear Mayor Johnson and Members of the City Council: <br />FAX <br />(612) 631.2475 <br />Federal Land Company is in receipt of your letter and <br />Thoroughfare Plan which will be considered at the December 15, <br />1992 City Council Meeting, Since a representative of Federal <br />Land Company will be unable to attend the meeting, this letter is <br />intended to communicate to you Federal Land Company's comments to <br />the plan. <br />Federal Land Company continues to consider its land as <br />commercially zoned property based upon the outstanding District <br />Court Order and the 1979 Comprehension Plan. Consequently, any <br />roadway serving Federal Land Company's property will need to be <br />designed and designated to handle traffic using commercial <br />facilities developed on the property, rather than residential <br />development. <br />Since the Metropolitan Urban Sewer Area ("MUSA") has not yet been <br />extended to the Federal Land Company property, the timing and <br />exact development of the northern portion of the property cannot <br />be definitely given to the City at this time. Consequently, it <br />is premature for Federal Land Company to presently commit to any <br />Thoroughfare Plan. The locations of roadways and accesses are <br />very important to commercial development. Therefore, the City <br />should remain flexible in developing its thoroughfare systems <br />serving commercial areas rather than pigeon -holing commercial <br />development into a predesignated roadway system.
