Consequently, any <br />roadway serving Federal Land Company's property will need to be <br />designed and designated to handle traffic using commercial <br />facilities developed on the property, rather than residential <br />development. <br />Since the Metropolitan Urban Sewer Area ("MUSA") has not yet been <br />extended to the Federal Land Company property, the timing and <br />exact development of the northern portion of the property cannot <br />be definitely given to the City at this time. Consequently, it <br />is premature for Federal Land Company to presently commit to any <br />Thoroughfare Plan. The locations of roadways and accesses are <br />very important to commercial development. Therefore, the City <br />should remain flexible in developing its thoroughfare systems <br />serving commercial areas rather than pigeon -holing commercial <br />development into a predesignated roadway system.
