MINEET NESOTA 661012140 <br />PHONE:0121202-4400 FA%:61212024003 <br />Honorable Mayor and City Council <br />Lake Elmo, Minnesota <br />Re: Proposed Traffic Signal and Road Improvements <br />TH 36 at Manning Avenue <br />Lake Elmo, Minnesota <br />Commission No. 9150-003 <br />Dear Council Members: <br />I have been informed that MnDOT is planning to install a traffic signal at TH 36 and Manning <br />Avenue. Roadway improvements are also planned that would provide a double left turn from <br />eastbound TH 36 to northbound Manning Avenue. Manning Avenue would also be widened for <br />a certain distance north of TH 36 to provide the merging of the two northbound lanes to one. <br />The esthnated project cost for the signal is $100,000 and for the roadwork is $250,000, <br />MnDOT's policy on cost sharing for signalization is by each leg of the four-way intersection. <br />Under this policy MnDOT has two of the legs; or 50% of the cost. Washington County has one <br />leg for 25% of the cost. Lake Elmo and Baytown Township share the fourth leg for 12.5% of the <br />cost each. Under this formula, MnDOT would like Lake Elmo to agree to pay 12.5% of the <br />signalization costs; or approximately $12,500. <br />I advised MnDOT that Lake Elmo is not likely to agree to the proposed cost formula because <br />Lake Elmo's half of Manning Trail contributes so little traffic to the intersection. It is my <br />recollection that Lake Elmo's portion of Manning Trail has two rental houses and one farmstead <br />abutting it. <br />In addition, if this project were approved, MnDOT also asks that the abutting comtnunities pay <br />the electric costs of running the signals. I estimate that Lake Elmo's share of the power cost <br />would be around $35 per month or $420 per year. <br />I asked Michael Schadegg, MnDOT's Project Engineer, what would happen if the City did not <br />agree with the funding policy. He said the project is scheduled for a July letting. If there was no <br />agreement the project would probably not be done. Mr. Schadegg is interested hi the City's <br />comments and concerns on the project and the funding formula. <br />Attached are MnDOT's cost sharing charts. <br />Sincerely, <br />Larry D.
