LAKE ELMO CITY COUNCIL MINUTES JUNE 15, 1993 4 <br />Council members Mottaz and Conlin reviewed the roads on <br />their own and would not be available for the road tour. <br />The Council called a special meeting to tour the project <br />streets for June 18, 5:30 p.m., and will meet at city hall. <br />All affected property owners will be notified. <br />B. 3265 Kraft Circle Drainage Problem <br />Larry Bohrer met with Mike Ziniel about a drainage problem <br />on his property. Mr. Ziniel is seeking bids to replace his <br />concrete driveway that will correct some of the problem. <br />Neighbors testified that over the years the boulevards have <br />gradually increased in height because of wintertime sanding. <br />Bohrer offered to work with Mr. Ziniel if he decides to <br />replace his driveway so that it will be constructed to allow <br />for the overlay. <br />C. Highlands Trail MSA Designation <br />Some property owners at the public hearing stated that <br />Highlands Trail functions as a collector road and the <br />engineer was to determine whether it could be designated as <br />a Municipal State Aid Street. In this way, there could be <br />another source of maintenance or construction funds. <br />Bohrer reported that under the present criteria, Highlands <br />Trail cannot be designated as MSA. MSA designation was <br />removed a few years ago and assigned to Inwood Avenue. The <br />County realized that DeMontreville Trail could never be <br />improved to meet State Aid standards. They felt the State <br />Aid funds could be better utilized on Inwood Avenue and that <br />allowed 15th Street to be designated MSA. The City Council <br />concurred in that designation change. <br />D. Public Hearing on Improvements for Laverne Avenue <br />Larry Bohrer reported that ISD #834 was not notified of the <br />Public Hearing on improvements for Laverne Avenue and <br />requested the council set July 6, 1993 for a public hearing <br />to give the property owner a chance to speak. <br />M/S/C Conlin/Johnston - to call a public hearing for July 6, <br />1993 for Improvements on Laverne Avenue N. (Motion carried <br />5-0). <br />D. Pebble Park Tennis Court Overlay Award of Bid <br />M/S/C Mottaz/Conlin - to award the contract for the Pebble <br />Park Bituminous Overlay Project to T.A. Schifsky and Sons <br />with a completion date set for July 23, 1993 in the amount <br />of $15,714.00. (Motion carried 5-0). <br />
