IT4UTES APPROVED: 7-20-93 <br />LAKE ELMO CITY COUNCIL MINUTES <br />JULY 6, 1993 <br />Mayor John called the council meeting to order at 7:05 p,m. in the city council chambers. <br />PRESENT: Mottaz, Conlin, John, Johnston, Johnson, City Engineer Bohrer, City Planner Black, <br />City Attorney Filla and Administrator Kueffner. <br />L AGENDA <br />Move 9C to 4B. <br />Add: 4C. School District #622 Bond Referendum notification, 5A(a). Request direction on 1993 <br />Overlay Project, 5E. Update on Olson Lake Estates Pond <br />M/S/C Conlin/Mottaz - to approve the July 6, 1993 city council agenda as amended. (Motion <br />carried 5-0). <br />2. MINUTES: June 15, 1993 <br />M/S/C Conlin/Johnston - to approve the June 15, 1993 City Council minutes as amended. <br />(Motion carried 5-0). <br />3. CLAIMS <br />M/S/C Johnston/Johnson - to approve the July 6, 1993 claims #1727 through 41794 as <br />presented. (Motion carried 5-0). <br />4. PUBLIC INQUIRIES AND PUBLIC INFORMATIONAL <br />A. Comments, questions, and inquiries <br />Jerome Bartel presented a petition signed by residents on Jamaca Avenue N. and the surrounding <br />area from Highway 5 concerning the noise pollution problem from the constant traffic of heavy <br />trucks hauling twelve hours a day from Shafer Contracting Company. The petitioners are <br />requesting the council investigate the possibility of Shafer Contracting using a road to the west <br />of Jamaca Avenue across from the Animal Inn for access to and from the site. <br />M/S/C Mottaz/Johnson - to instruct the code enforcement officer to investigate if Shafer <br />Contracting Co. is operating outside the limits of their CUP, and if so, they should be brought <br />within those limits and to request the city administrator work with the city attorney and Shafer <br />Mining to see if an agreement for an easement for access to Highway 5 could be entered into. <br />(Motion carried 5-0), <br />Gloria Knoblauch expressed concern over the new tractor/mower the city bought at a cost of <br />approx. $40,000. Mayor John defended the purchase and said he was disappointed that the issue <br />was brought up in the newspaper rather than in front of the council. <br />
